The Kideo site is very US-centric but there are plenty of recognisable characters from Spiderman to Dora the Explorer. Create a free sample to see how it works. You’ll need a full face picture that you can upload and there is a fiddly bit where you trim the picture but it gave us a laugh.
Do The Care Bear Thing
I’ll own up and say I did the trial using the Care Bear animation and my large head stuck on top. The office laughed for almost two days.
Awards
The idea has won a few awards from various parenting type sites in the US so it does look worthwhile exploring if you are looking for a personalised type video gift for your child or too hand out to members of the family.

The US site mentioned in the post on notmoresocks do not ship outside the US but they do list two sites in Ireland http://www.kideo.ie and http://www.justathought.ie. I hope one of these will be able to help.
